☆Appearance☆
Garion is short of stature and frail of build. He is about a head shorter than most boys his age, which wouldn't be so bad if he hung around any of them. His hair is sandy blonde, straight and boring. His eyes are a pale olive green and large, radiating innocence when he's not taking care to act smart. He finds himself unable to fake a convincing smile; the smile just doesn't travel to his eyes if he fakes it, leaving him with a strained grimace. His skin is pale-ish and prone to freckling and sunburn.
Despite (or because of) his generally pale appearance, Garion is disgustingly cute. His features are round and his cheeks seem to attract the familiar pinch old ladies seem so fond of. He tries to wear normal, adult clothing to attempt to blend with the crowd and appear older. This usually consists of jeans and some dark shirt, maybe even a hoodie or open jacket. ☆Personality☆
Garion is, first and foremost, extremely intelligent. His intelligence is what he wants others to see in him and sometimes the only thing he likes about himself. Despite a constant onslaught of teasing he has received because of his IQ, he is very proud of himself for being so intelligent.
While Garion is well versed in the intricacies of society in general, he has very little in the way of friends. First of all, he`s not exactly the most approachable person at the Academy. He`s very obviously younger than everyone else, and doesn`t really bother to join into meaningless chatter. While he can understand the most complicated joke, telling a joke is beyond him.
On the more personal side, Garion is very capable of feeling empathy and compassion. He hates to see other people in discomfort or pain. That being said, don`t make him SUPER angry. He has a very versatile gift and an active imagination. He doesn`t get offended easily and avoids physical fights.
Garion has a tendancy to feel a bit sorry for himself when things are bad. He can be overexcited and energetic at his best, but at his worst he is a pensive self pitying mess.
He`s also at the age where he's starting to notice girls. Do with that what you will. ☆History☆
Garion grew up in Washington DC, surrounded by books and artifacts and knowledge. His father is the curator of a large and renowned museum in the city, the Museum Of Diplomatic Procedure. Sure it didn't have wars, dinosaurs, or any sort of action and appeal, but from an Academic point of view the Museum was a mecca of information.
Garion was sent to the best private school that his parents could afford, and both loved and hated it. On the bright side the school was well equipped to handle Garion's advanced mind. On the not so bright side, the school was ripe with arrogant bullies who couldn't bear the sight of Garion. Wedgies Ensued.
As it traditionally does, Garion's telekinesis manifested when he was stuffed into a trashcan by your average punk kids. Trash cans make suprisingly good projectiles, especially when hurled by an invisible force at a bunch of kids. Garion was immediately transferred to the Academy.
☆Family☆
Garion's mother had left when he was too little to remember... or so he was told. In truth, his dad had filed for divorce with his mom, taking her only son away in a custody battle that revealed her drug addiction. Garion was one, and too young to remember.
Garion's dad is an alright person in his opinion. Puffed up with his own importance, a vicious liar and schmoozer. His father was never abusive, however, and tries his best with Garion. They even took a walk together once. Garion is fine left to his own devices, so there was little friction between the father and son.

I know the Telekenisis description says "Equal to one's own strength" Does that mean and average human's strength, or literally the individual's strength? Because if the latter, the power would be all but useless.

Also welcome Also, I don't make the rules around here, but I'd guess it's one's own strength, but your argument could probably change that because it's a pretty good one

Because if the latter, the power would be all but useless. it's currently the latter, and it's hardly useless. Most people cannot lift objects from a distance with their mind, and it enables you do to all kinds of fun stuff. Besides, you're looking at Stage 1. At that stage, yeah, your power is going to be weak and/or hard to control. Once you evolve, you start doing fun stuff. If you look at old X-Men comics, Marvel Girl (Jean Gray, everyone's favorite telepath/telekinetic) could only move things according to her strength. It's only by training that this could increase. This would be even more so for a nine year old.

And as an aside, I'm trying to decide whether he should be in Edengrowth or Windrose... I think I'll go Edengrowth, though I doubt he'll have many friends there.

Or you could just RP like mad, playing off his dislike of his weakness, and be really active in the GB, and get to 250 posts really quick so you can level up his power Not an easy task, but hey, we all have to wait

Oh, I was actually reffering to some of the more... interesting activities they might partake in. I'm not saying the entire house is a cesspool of blind lust, but one or two of the NPCs might not have thier boundries as restricted as most.
