I'm trying to make Sarah as Evil as I can anyone have good ideas about how to do this?

1. The first thing you should know when creating an evil character is that evil is a matter of opinion; what one person sees as "evil" may be acceptable to another. For example, you may believe that killing people makes one evil. War Dragons have been killing since birth and continue to use violence (which sometimes leads to death, I'm sure) in their daily life. It is an aspect of their culture, and I'm sure they wouldn't consider themselves evil because of it. Decide what "evil" means to you, and avoid calling your character "pure/completely/totally evil."
2. Once you've formed your opinion of what it means to be evil, think about why your character is evil. Most good villains weren't just born that way (though they could have been influenced to do "evil" things from a young age), and roleplayers are usually more likely to accept a villain who has some kind of backstory. The more in-depth the backstory, the greater the response to your villain, and more backstory makes a stronger character.
3. When you've decided how your character is evil and why they are evil, think about how they are going to act in an evil way. There are two steps in this process:
A. Think about what you want from playing an evil character. Do you want to make a character to simply torture Raven? Do you want to start with a dark, violent character who later does a turnaround? Do you want all the roleplayers on Mosh to read your character's posts and go, "Wow, they're good. She even creeps me out!"? Do you want to stir up a lot of plots with the other characters on Mosh?
B. Think about how you're going to make what you want happen. Will they kill a lot of people? Torture? Do they specialize in kidnapping? Blowing up buildings? Burning objects or people? Do they have any freaky mannerisms or habits (effective if you want everyone to be slightly afraid if your character)? Examples of freaky mannerisms/habits include having an obsession with bones, organs, body parts, specific characteristics (such as young, blonde females) or unusual objects (such as teacups or china dolls); having visions of things that are not there and casually interacting with them at random, especially if it frequently interrupts previous conversation/action (schizophrenia, not precognition); having random emotional outbursts (suddenly bursting into laughter for no reason at all, avoid stereotypical maniacal laughter); having unusual body movements (uncontrollable twitching); unusual fetishes; masochism/sadism (to an unsettling degree); and using unusual speech, such as randomly inserting certain words into conversation (My precioussss?).

What? Many of those things are mutually exclusive in a human being. I'm all for making a character evil, but taking every 'evil' characteristic you can think of and throwing them into a blender is going to cause the same problems as taking every 'Heroic' characteristic. It makes boring characters with no personality and backround. I do believe that in your desire to be 'The Perfect Evil' you are just making a character with no personality, goals or drives. And characters like that are not fun to write, trust me I have been there.
My best advice would be to make your character a person, not a manifestation. If the person has 'logical' reasons to act in such a way, it makes them more 'real' and easier for others to relate to. Even if their logic is twisted, so long as it makes twisted sense they become more then mere text on a page.
I guess what I am trying to say is: All things in moderation, more is not always better, especially in RPing.
