when you ask to choose a specific gift as your second, how flexible is that? Is it a rule or suggestion, because I REALLY don't want telepathy.

We're trying not to promote rpers to choose two gifts that are ridiculously unrelated. It's harder for us to suspend our disbelief. While at the same time we promote choosing a gift that is related to your current one, we also encourage picking gifts that match personalities.
For example: Kara has Empathetic Projection and Chameleon, two different gifts that are united by her persona. She is quiet and passive, and not offensive in the least when it comes to confrontation. It would make sense for her to want to be invisible, especially if she can feel the antagonistic ways people look at her with (like Jessica Rey, for example). She wouldn't pick up a gift like Poison Emission or Verbal Manipulation; she doesn't fight, therefore why would she need a weapon like that?
So for Garion, as hilarious as it would be to give him Telekinesis and Super Strength, I'd personally go with something more suitable to his personality and size. I agree that maybe Telepathy isn't the best second choice for him either; what would Garion do with peoples' thoughts? Maybe even Voice Enhancement would be cool for a little guy like him. Or, with the intellect of an adult in a 9 year old's body, something like Eidetic Memory could prove useful. Plus, you wanted maybe a healing gift for his third gift, but third gifts don't come quickly, so why not make it your second?
These are just my recommendations. Again, not a strict rule to follow. -shrug- I'm all about practicality and logic when it comes to choosing gifts, which is why two of my characters still don't have one. >.<

Sooo, do the kids have their own rooms, just divided into different boy/girl sections, or is it several boys/girls to a room? Can people with Empathetic Projection feel others' emotions as well as make them feel their own? Can they make someone fall in love with them? :O How are people put in houses? Pick one? Personality test? Sorting hat?

Yes to Empathetic Projection: you can feel whatever the people around you are feeling, that's probably the most basic sign you have it. Then you'll realize you can make people feel the same way you feel, and eventually you're able to make them feel whatever you want them to feel. I guess, in theory, you can make someone love you, but if they don't actually it would be rly hard to maintain those feelings.
Also my guess on house selection would just be 'pick one'. I could probably make a personality test just for kicks. ♥

Chameleon and Phasing questions:
I'd imagine clothes phase/invis with the wearer, but to what extent does this work? Can they carry an object with them? And if so, what are the limits on it?

And if so, what are the limits on it? should be able to. would be easier at higher stages, obviously. I'd say that just about anything they touch could theoretically be phased with, though it would take greater amounts of energy to phase with larger objects. you probably can't cloak anything with Chameleon until Stage III, I'd have to go and look to make absolute certain of this.

Not even clothing? Chameleon bends light around a person, like active camo, does it not? So you'd think so long as it was something small enough to fit in their silhouette it would work?

I think I just added that to the description. I was referring to larger objects, and even then I think I increased that. See the new description. btw, Stage III of Gifts is in general freakin' awesome, just a FYI
