I just want to know what the point of this Karma is. I've been to other RP sites and It seems to be a way of saying the following now before I list these I'd like to also say I'm not judging simply saying what my past experience is with this.
Good Karma: the people on the site like you as both a person IRL (even though they don't know you) and RP. The person likes your character
Bad Karma The person does not like you both IRL and IC The person flat out thinks you suck.
now of course that's other sites not sure what it's suppose to mean here.

A major difference here is that a lot of us actually do know each other, if not by virtue of having physically met, then at least by a long shared history.
I think you've sort of nailed it, really, except I'm not sure what you mean by bad Karma. If you mean low, that's often a result of being lesser-known as opposed to thinking someone 'sucks'. Basically it is the result of indifference or ignorance more than anything. If you mean negative, you usually don't see that unless someone has an evil character, and we haven't even seen that in a long time.

Plus you've got to keep in mind that many accounts on the site have been around for a much longer time. It's not as if someone joined the site and immediately had 200 Karma.

Check out the 'Who Do You Exalt/Smite' thread. Sometimes we post why we exalt someone, and sometimes we don't. I exalt people sometimes just because their name popping up on my screen gives me fond memories. You never know when you'll get exalted, and most of the time it happens when you're not even trying. A lot of people like to return exalts, so getting involved in that scene will probably help boost karma too. Really it has no effect to the rping experience. It's just a way to show kudos to people who make you smile.

We've actually had the karma system removed once before. I believe our previous admin thought it was useless, as he believed people usually just exalted their friends. Smiting was pretty much never used (at least publicly).
It came back after everyone else requested it, hehe.
Player Actions Sometimes there are welcome-exalts, just to get ya up from 0. Sometimes there are exalts for good posts, for good activity, for getting a reference someone made, for being helpful...sometimes people just exalt their friends for whatever reason, but it's hardly a measurement of how much people like you.
As for smiting, most of it is done discreetly; you rarely find someone posting that they smited someone, nevermind why. Usually if someone does smite someone, it is used to measure how the public feels about an evil character. If you're got lots of negative karma, you're doing a good job as a villain, hehe. If there is malicious negative-karma spamming happening, though, I'm going to do something about it. That's just bullyish. I don't believe we've ever had a problem with that, though.
Character Actions Sometimes characters exalt or smite each other. For example, when Kirien and Leo were fighting, I could have smited Leo for stabbing Kirien's hand with his knife. We sometimes have characters exalt their partner's account, too; Eiji and Elliot are usually the main culprits, there.

For me, the Karma system here is just like the Birthday reminders on Facebook.
I drop random exalts every now and then to people, as a small token of my appreciation for their existence. But I'm generally, actually just a nice person. On Facebook, I wish everybody a happy birthday and best wishes, on the thought that I may be the only one who does so - and if that is the case, then I could very well make someone's day.
Karma in general is a nice gesture, unless the receiving person has done something deserving otherwise.
Also note if people wish for good karma, it is normally more received when they in turn give out their own.
